State Senator Gene Yaw is to reintroduce legislation focused on several key issues that are critical to establishing the legal and regulatory framework for potential carbon capture, utilisation and sequestration (CCUS) in Pennsylvania.
Described as a proactive step to secure the state’s future as a hub for carbon capture and sequestration, the legislative package includes a bill to direct the Commonwealth to apply for primary enforcement authority from the US Environmental Protection Agency for CO2 underground injection wells.
Several other states seeking to facilitate CCUS, such as Texas and Louisiana, have already secured primacy, which is critical to streamlining and removing redundancies from the permitting process.
Senator Yaw said the legislation is a pragmatic solution to a problem that needs to be solved – reducing carbon emissions without crippling the reliability of the existing power grid.
