The German Parliament has voted in favour of legalising the possession and controlled cultivation of cannabis, becoming the third EU nation after Malta and Luxembourg.
While Germany legalised medical cannabis in 2017, it marks a major market policy shift, and pro-Cannabis reformers will be watching eagerly to see if other European nations follow suit.
Under the new law from April, consumers can obtain up to 25g per day for personal use through regulated cannabis cultivation associations, and have up to three plants at home. However, possession and use would remain prohibited for under 18s.
Estimated to be worth at least €11.4bn annually, the cannabis market is the largest drug market in Europe – but governments have grappled with legalising it, given its links to criminal networks and corruption.
